FGV’s International Intelligence Unit (FGV IIU) is a small think tank directly connected to the Presidency of Fundação Getulio Vargas. FGV IIU follows the international scene with the purpose of identifying issues, trends and partners relevant for Brazil.
It also contributes to either explain or analyse Brazilian issues and characteristics to foreign audiences, as well as help local business and institutions to endorse practices and standards to enhance their international competitiveness. The exchange of good practices, in both directions, is a subsidiary aim of the Unit.
What we do
The Unit produces knowledge on key international issues, trying to be vocal in all those considered vital to Brazilian interests. Comparisons, further intelligence in less known regions, and (intellectual) go-between endeavours among selected groups of partners, like the BRICS, fall also into our objectives.
How we do it
The Unit has a small core staff and a selected group of special consultants, made of senior executives, former state Ministers, Ambassadors and Directors of large public utilities companies. It also mobilises different resources from FGV, as well as external ones, when conducting its several projects.
Contrary to a university department, or many think tanks, we, in principle, only embark on projects that may offer the possibility of further developments and interconnections. Most share a ‘conceptual and purposes overlap’, as we work with a long term, strategic view, which contemplates not only the evolution of international issues and themes, as that of the optimal positioning of the Foundation.

FGV IIU continuously develops knowledge on Asia, South America and the European Union.
The BRICS receive Special attention and the Unit persues a long tradition in trade policy and analysis.
Data analytics and econometric techniques are often used to motivate, enhance and support arguments and findings.
Partnerships
FGV IIU entertains several partnerships with other think tanks and institutions around the world. They may be the outcome of joint participation in international projects or testify a long-established relationship with a diversified portfolio of activities.
Among several project partners, Policy Center for the New South (PCNS), in Morroco, Instituto Português de Relações Internacionais (IPRI-UNL), in Portugal, The Institute for European Studies of ULB (ULB-IEE), Brussels, Centro de Investigación y Docencia Económicas (CIDE), Mexico, University of Pretoria, South Africa, Johns Hopkins University Center for Transatlantic Relations, United States, and the Institut Barcelona Estudis Internacionals, Spain.
In the BRICS, close co-operation and support ties exist with the South African Institute of International Affairs (SAIIA), in South Africa, Observer Research Foundation (ORF), in India, and the Higher School of Economics, in Russia.
In Asia, The Korea Foundation, in the Republic of Korea, and Indonesian institutions are worth mentioning.
Barcelona Centre for International Affairs (CIDOB), Spain, is an old association, deserving a special mention.
