“The theme of international assistance and cooperation for development had throughout the last decades an important role in international relations. The inclusion of the dimension of south-south cooperation, practiced by the global south countries, especially by the emerging countries, can be seen as an indicator of an imbalance of the power structures in the international system. However, despite the theme’s importance, the speed of recent changes in the scope of the south-south cooperation did not allow a full understanding of its dynamics and its practices. In this regard, neither the political dimension, nor the academic one, were able to follow along the phenomenon of south-south cooperation. One way of comprehending the south-south cooperation phenomenon is to analyze certain emblematic cases of cooperation-providing countries. The cases of Brazil and China stand out not only by the expansion of its cooperation programs, but also by the role that the two countries have had and still have in the normative agenda of development. In this sense, this work intends to analyze the idea of south-south cooperation through the Brazilian and Chinese models. The proposal is to try relating the institutional architecture, the characteristics and motivations of the policies of international cooperation for the development of the two countries. It is expected that, through analyzes in comparative perspective, there will be more clarity over the concept of south-south cooperation.” (free translation of summary)
